PDF2XL does have a valid security certificate, so this should not happen, but sometimes it still does.
You can force the download in the following way:
1) Hover your cursor over the file. You should see 3 dots - click on them.
2) Select "Keep".
3) Click the "Show More" selector
4) Then, "Keep Anyway"
